H.E. Togolani Edriss Mavura, Ambassador and Permanent Representative of the United Republic of Tanzania to the United Nations in New York, participated in the United Nations Security Council Open Debate on the Protection of Civilians in Armed Conflict held on 20–21 May 2026 under the presidency of H.E. Fu Cong. In his statement, Ambassador Mavura expressed concern that the world is currently facing more than 120 armed conflicts, with civilians, particularly women and children, continuing to bear the heaviest burden through death, displacement and destruction of civilian infrastructure. He stressed that attacks on hospitals, schools and humanitarian personnel remain clear violations of international humanitarian law and Security Council Resolution 2286. Ambassador Mavura also cautioned against the growing use of explosive weapons in populated areas and emerging technologies in warfare, emphasizing that technological advancement must not outpace accountability and compliance with international humanitarian law. Ambassador Mavura further called on all parties to armed conflict to comply fully with their obligations under international law and reaffirmed Tanzania’s commitment to constructive engagement in advancing peace, security and the protection of civilians worldwide.
